The economic viability of sustainable development in the conservation of biodiversity of dugongs in the marine environment

Scientists outweighed that life began in the sea for more than 3,500 million years. Marine environment has been throughout this period pretty good shape, where different species significant threat affect their existence. However, the last five decades caused havoc in these environments that  has not happened before,  deteriorating  clearly and draining quickly to its various components, and in particular its vital resources of fish and marine life. We take from the sea, a lot of fish and other natural resources, but on the other hand   throwing our industrial and human wastes    and flowing waters without treatment for the poisons they contain. Besides, burying many areas of the coastal and marine areas for the purposes of urban expansion, which led to the deprivation of many marine biologist from their natural habitats and breeding sites and prosperity, also, leading to the destruction of some marine plants which have a prominent role in the stability of coastal ecosystems.

 

The seriousness of this deteriorating situation in marine environments stimulated scientists and researchers and officials to put an end to this serious environmental problem. This resulted in the search for ways to protect marine environments, maintenance and prevent depletion, and then emerged the idea of ​​"marine reserves" as a sophisticated scientific and effective means to maintain the marine environment. the idea of ​​creating this kind of reserves and through the adoption of acceptable policy and inform good goers sea, has been adopted widely throughout the world, leading eventually to reach the desired end, the province on the marine and coastal areas of both environmental and aesthetic dimensions simultaneously in the context of a balanced environmental

The term of the "Marine Environment", which includes the content of the meaning of " Marine Life" and what it means for all forms of living organisms and plants that live in the seas in addition to these seas and the seabed and subsoil of the soil with all its natural resources.

-Then twist the definition of the marine environment as "an Eco-system" or a set of environmental regulations in the scientific concept of contemporary ecosystem that goes out to study a specific unit in the time and place all that it entails of organisms under conditions of physical and climatic as well as the relations between those objects each other and their relationship to the surrounding physical conditions.

Sustainable development in the marine environment
 concept grew concept of sustainable development for the shortage observed in previous models of economic growth and development, which did not provide a broad base adequately. It is based in sentencing balanced on the costs and benefits of different policies, and headed instead to focus on the gains short term at the expense of ambitions in the long run. Sustainable development simply is "development that meets the needs of the present generation without compromising the ability of future generations to meet their own needs" (United Nations Conference on Environment and Development, 1987).  Related development in this sense the quality of life and should not be confused with economic growth although it is clear that the two are inextricably linked to each other in the modern part of our global systems.

The centered definitions and other rules for sustainable development on the previous definition in different forms, such as "Managing the natural resource base and maintenance, and directing technological changes and institutional manner that ensures human needs of present and future generations an ongoing basis. Such sustainable development which maintains (land), water and plant genetic resources (animal) do not occur a deterioration in the environment and appropriate in terms of technology and sound economic and socially acceptable "(Council of the Food and Agriculture 1988).

"The use of community resources, maintenance and promotion can even maintain the ecological processes upon which life  and can even promote the overall quality of life now and in the future" (Council of Governments of Australia in 1992).

The focus point of view depends on ecosystems toward sustainable development to maintain the stability and flexibility of the ecosystem, especially for the dugong. Sustainable Development recognizes the interdependence of human economies with their environment, and highlights the need for a scientific understanding of ecosystem functioning and subjected to change.

Sustainable development requires the Marine Environment of the dugong improve management systems and make changes in the perspective of key stakeholders to focus more on long-term outcomes. This will require:
• Increase awareness of factors that go beyond the traditional area of ​​fisheries management;
•Integrate fisheries management better in the management of coastal areas;
•Control of land-based activities that occur deterioration of the marine environment;
•Greater control over access to shared resources;
•Strengthening institutions and legal frameworks;
• Increase the participation of all stakeholders in the process of management of the marine environment;

•To promote the collection and exchange of information on dugongs.
•Strengthen monitoring and control systems and enforcement;
•Better understanding of the social and economic characteristics of the marine environment
•Measures to address the uncertainty and volatility in the natural resources and dynamic ecosystem;

• Promote commitment to the community rational use of natural resources

-Dissemination of environmental awareness in the international media
-Dissemination of environmental awareness through environmental education in schools and universities
